| Introduction:Phoenix Community Housing was created in 2007. A not-for-profit resident housing association. Phoenix, a Gateway organisation acquired 7,000 dwellings over 12 housing estates in Lewisham, South East London. Lengard engaged an OJEU advertised procurement process to become one of two framework contractor undertaking £70m of Decent Homes improvements, upgrading kitchens, bathrooms, electrical rewires and associated redecorations to street properties in three estates near to Bromley. Following an exhaustive tendering process Lengard were appointed under a partnering PPC 2000 form of contract.
The Challenge: A huge logistics exercise would be undertaken, incorporating a newly constructed stores and office compound serving up to 100 operatives. Supply chain arrangements would facilitate fast and efficient right first time deliveries to keep up with an intensive delivery programme. A central materials store would be located to bulk stock kitchens and bathrooms for just in time, bagged & tagged plot deliveries with parts and spares. To ensure the works run smoothly with minimal disruption and inconvenience to residents. How Lengard Overcame: Lengard built a central facility within the Downham estate to house the main site office, an office for the client and Clerk of Works as well as secure storage for materials and waste to keep the estates tidy and offer improved security, both for Lengard and residents. Satellite site compounds around the catchment area to accommodate the Site Manager and RLO, as well as providing a resident respite space, to encourage a positive response from residents and involve them fully in the programme. Regular Resident Satisfaction Surveys, using agreed KPIs, to ensure continual improvement and regular feedback and involvement from tenants. The use of PDAs by site management to facilitate paperless record-keeping, stock surveys, resident satisfaction scores held centrally on a dedicated PIN protected web based database. |
